This is an action against an American passenger vessel, built, owned, and registered at the port of Yew York, and engaged in the passenger trade between the ports of San Francisco, in this State, and of Panama, in the Republic of Yew Granada, to enforce the collection of certain forfeitures alleged to have been incurred for the violation of the provisions of an Act of the Legislature of this State, entitled “An Act concerning passengers arriving in the ports of the State o,f California,” approved May 3d, 1852 (Stats. 1852, p. 78), as amended by the Act of April 2d,…
