This case comes on an interlocutory appeal from Grundy County. The basis of the appeal is the trial court’s granting of a motion to vacate which dissolved an injunction.

The defendant board of education (hereinafter board) sought competitive bids on the district’s bus transportation contract on March 21, 1984. It is required to do so under section 10 — 20.21 of the School Code (Ill. Rev. Stat. 1983, ch. 122, par. 10 — 20.21). The contract was to run from August 20, 1984, to June 30, 1987.
