• The Center for Biological Diversity (“Center”) initiated this action against the Secretary of Commerce, 1 the National Oceanic and Atmospheric Administration, and the National Marine Fisheries Service (“Fisheries Service” or “NMFS”), seeking review of a final rulemaking issued by the Fisheries Service to modify several management measures for the western Atlantic bluefin tuna fishery.
