This is an action brought by welfare recipients to adjudicate their *152rights under The Food Stamp Act of 1964, as amended, 7 U.S.C. § 2011 et seq. (1970). The defendants are the United States Department of Agriculture, the Secretary of the United States Department of Agriculture, the Administrator of the Agriculture Department’s Food and Nutrition Service, and the Food Stamp Division Director of the Agriculture Department’s Food and Nutrition Service.
