Plaintiffs-appellants challenge the coupon allotment system established by the United States Department of Agriculture (USDA) to implement the directive of the Food Stamp Act, 7 U.S.C. §§ 2011 — 2025, that food stamp recipients be given “an opportunity to obtain a nutritionally adequate diet * * *.” Id. § 2013(a).
