Under the aegis of the Federal Water Pollution Control Act Amendments of 1972 (the Act), Pub.L. No. 92-500, 86 Stat. 816, 33 U.S.C. §§ 1251-1376, as amended, Clean Water Act of 1977, Pub.L. No. 95-217, 91 Stat. 1566, the Environmental Protection Agency has embarked upon a step-by-step process of issuing effluent limitations for each industry that discharges pollutants into the waters of the United States.
