Plaintiff Brian Horvath brings this § 1983 claim for deliberate indifference and cruel and unusual punishment, in violation of the Eighth Amendment, as well as claims for medical malpractice and negligence against the County of Rockland (the “County”) and individual unnamed correctional facility physicians, nurses and managers (collectively “defendants”).
