Pursuant to 42 U.S.C. § 1983, Steve Butcher, Rick Beams, and Glen Boatright, individually and as representative members of Local 2284, International Association of Fire Fighters, brought suit in the United States District Court for the Eastern District of Oklahoma against the City of McAl-ester, State of Oklahoma, Randy Green, the City Manager for McAlester, Larry Ket-chum, the Fire Chief for McAlester, and Fred Sanders, the former Fire Chief for McAlester.
