This is an appeal from a judgment of the Pulaski Circuit Court refusing, on certiorari, to set aside the action of the State Banking Board granting a charter upon the application of Harold Jinks and others for a state hank at Piggott to be known as Peoples Bank of Piggott. Application for the writ and the' setting' aside of that action was made by Piggott State Bank, a state hanking institution long in business at Piggott.
