The question in this appeal is whether the trial court erred in refusing to implement a decision of a grievance panel.

On February 27, 1984, appellee, Quinton Overton, Sheriff of Franklin County, demoted appellant, Gene T. Angle, from the rank of lieutenant with the Franklin County Sheriffs Department to the position of corrections officer assigned to the Franklin County jail.
