The plaintiff, Clarence Williams, filed suit against the defendants, Joliet Mass Transit System, Fernando Jones and the city of Joliet, alleging personal injuries as a result of an automobile accident which occurred on or about December 1, 1978. The plaintiff’s complaint, which sought judgment in the amount of $14,500, was filed on November 28, 1979. On December 27, 1979, the defendant, city of Joliet, filed a motion to dismiss the plaintiff’s complaint, claiming that said complaint was insufficient at law.
