ADAMS, Circuit Judge:
Two cases are consolidated for appeal here because they present an identical issue, namely, whether this Circuit adheres to the holding of Greene County Planning Board v. Federal Power Commission,1 that an environmental impact statement (EIS) sufficient to satisfy the requirements of the National Environmental Policy Act2 must be prepared by the responsible federal agency.
