Antionette Catletti, administratrix of the estate of Theodore J. Catletti (“Catletti”), brought suit against defendants Joseph Rampe, H. Frank Bigger and John E. Thompson, public officials in Orange County, New York, and against the County of Orange, alleging that defendants had violated Theodore Catletti’s constitutional right of free speech by dismissing him from the post of jail administrator in retaliation for his truthful testimony in federal *227court.
