Plaintiff UMDNJ-University Hospital (“UMDNJ”), a provider of hospital services located in Newark, New Jersey, seeks judicial review of final decisions of the Secretary of Health and Human Services (“Secretary”) denying jurisdiction over Plaintiffs appeals of its Medicare reimbursement pertaining to the costs of UMDNJ’s “clinical medical education programs” for its 2000, 2001, 2002, and 2003 fiscal years. 1 The Provider Reimbursement Review Board (“PRRB” or “Board”) concluded that it did not have jurisdiction over the issue of reimbursement…
