Plaintiff-appellant Marymount Hospital Inc. (“Marymount”) brought this action in the United States District Court for the District of Columbia pursuant to 42 U.S.C.A. § 1395oo(f) (West 1992), which provides for judicial review of final administrative decisions concerning disputed claims for Medicare reimbursement.
