For three years from 1986 through December 1988, Marlowe Cole presided over the “IBM” of heroin distribution systems on the south side of Chicago. Drug enforcement agents investigated the opera*1389tion, and the United States convened a Special Grand Jury in April 1987 to review evidence obtained primarily through an extensive compilation of authorized wiretapped telephone conversations.
