In this action plaintiff Robert DesRoches, complaining of employment discrimination based upon physical handicap, has brought suit against defendants United States Postal Service (“USPS”), Paul Carlin in his official capacity as Postmaster General of the United States and Chief Executive Officer of USPS, and Roger Brassard in his official capacity as Postmaster/Manager of the Manchester, New Hampshire, Post Office.
