This matter comes before the court on the petition of plaintiff, McDonald’s Cafe, Inc. (“McDonald’s”) for judicial review of the decision of the Board of License Commissioners for the City of Everett (“Board”) denying McDonald’s application for a seven-day liquor license in the city of Everett.
