This case involves the federal-state “intercept” program authorized by the Omnibus Budget Reconciliation Act of 1981, Pub.L. No. 97-35, §§ 2331, 2332, 95 Stat. 860-63, under which federal income tax refunds may be transferred to the state to the extent of the taxpayer’s past-due support obligations.
