In April 1991, following the first county-wide reassessment of real property in Fulton County in 20 years, a group of taxpayers brought this class action suit for declaratory, injunctive and other equitable relief against Fulton County, the Fulton County Board of Commissioners, the City of Atlanta and the Joint City/County Board of Tax *576Assessors (Joint Board).
