Appeal from a judgment of the Supreme Court (Monserrate, J.), entered July 3, 1996 in Broome County, which granted petitioner’s application, in a proceeding pursuant to CPLR article 78, to annul a determination of respondent denying petitioner’s request for retroactive membership in the New York State Teachers’ Retirement System.
