Two motions are currently before this Court. 1 On one side, Plaintiffs, Government of the People’s Republic of China, Gold East Paper (Jiangsu) Company, Ltd., and Global Paper Solutions, Inc., request a preliminary injunction to enjoin the Department of Commerce (“Commerce”) from conducting a countervailing duty investigation of coated free sheet paper from the People’s Republic of China (“PRC”).
