Jason P. Glass (Claimant) petitions for review of the Order of the Workers’ Compensation Appeal Board (Board) that affirmed the decision of a Workers’ Compensation Judge (WCJ) granting the Petition to Review Compensation Benefits Offset (Review Petition) filed by The City of Philadelphia (Employer), which asserted its entitlement to subrogation against Claimant’s third-party recovery.
