Plaintiffs, students or would-be students at the University of Texas at Austin, seek declaratory and injunctive relief requiring the university to make its “shuttle buses” accessible to wheelchairs. This court finds that the shuttle bus system is not a program receiving federal financial assistance within the meaning of Section 504 of the Rehabilitation Act of 1973, 29 U.S.C. § 794 (Supp.1982), that there is no violation of the equal protection clause of the Fourteenth Amendment, and that there is no breach of contract to provide…
