OPINION

PRICE, J., delivered the opinion of the Court, in which McCORMICK, P.J., and MEYERS, MANSFIELD, KELLER, WOMACK, JOHNSON, and KEASLER, JJ., joined.

On April 29, 1991, appellant, Anthony Dwayne Bingham, was convicted of arson. He was assessed a fifteen-year sentence and a one thousand-dollar fine. The Dallas Court of Appeals reversed the conviction on April 20, 1992 in a published opinion, Bingham v. State, 833 S.W.2d 538 (Tex.App.-Dallas 1992).
