Defendant Richard E Towns appeals from a decision of the Environmental Court affirming a determination by the Secretary of the Agency of Natural Resources that Towns had operated a solid waste management facility without proper certification in violation of 10 V.S.A. § 6605(a). Among other claims, Towns contends that the Secretary’s action was barred by the statute of limitations. We conclude that the court failed to make critical findings and conclusions relating to the statute-of-limitations issue, and, therefore, reverse and remand for further proceedings.
