MEMORANDUM ORDER AND JUDGMENT

This is a class action filed to adjudicate the rights of certain named plaintiff food stamp recipients under the Federal Food Stamp Act of 1964 as amended, Title 7, U.S.C. § 2011 et seq. Federal court jurisdiction is grounded upon 28 U.S.C. § 1331; Civil Rights Jurisdiction, 42 U.S.C. § 1983, and 28 U.S. C. § 1343(3) and (4); Mandamus Jurisdiction, 28 U.S.C. § 1361; Interstate Commerce Jurisdiction, 28 U.S.C. § 1337; and the Administrative Procedure Act, 5 U.S.C. §§ 702, 706.
