Snyder, Judge:
Pursuant to the authority conferred upon it by the voters *782of Jefferson county at an election held on March 31,1870, the board of supervisors of said county, at a meeting held August 23, 1870, passed and adopted the following ordinance :
“ Resolved, by the board of supervisors of Jefferson county, that the sum of two hundred and fifty thousand dollars in bonds of the said county be subscribed by this board to the capital stock of the Shenandoah Valley Railroad Company, and that the said bonds, to be delivered as hereinafter directed, be issued to the said Shenandoah Valley…
