This case represents the third attempt by plaintiff to secure compensation in addition to that provided for under certain contracts with the defendant. The first case, Loral Electronics Corp. v. United States, 387 F.2d 975, 181 Ct.Cl. 822 (1967), hereafter referred to as Loral I, presents most of the facts upon which this claim arises, with certain exceptions to be indicated hereafter.
