Appellant began working for the Environmental Protection Agency (“EPA”) in Atlanta in June 1984. EPA’s offices were housed in two buildings, a five-story building on Courtland Street (hereinafter referred to as the “Courtland” building) and a high-rise office building on Ralph McGill Boulevard (hereinafter referred to as the “Tower” building). Both EPA buildings were managed by Dain Management, Inc. (“Dain”).
