Plaintiff seeks to compel defendant, as state auditor, to register certain bonds of the city of Belleville which, the authorities of that city .attempted to issue under the provisions of the act of the legislature entitled “An act authorizing certain cities to issue bonds for natural gas, water, light and heating purposes,” the bonds reciting on their face that they are issued in pursuance of the statute, which appears as. chapter 101 of the Laws of 1905.
