On June 26, 1916, the Cascade Construction Company entered into a contract with the county of Snohomish, by the terms of which it undertook to reconstruct and hard-surface a county road, extending from the city of Stanwood, in such county, westerly to the county line, a distance of nine-tenths of a mile; the improvement being known and referred to under the contract as Project No. 16, of Snohomish county.
