OPINION

BRUGGINK, Judge.

This is an action by former First Class Petty Officer Joseph Michael Land, Sr., for military back pay and severance pay pursuant to 87 U.S.C. § 204 and 28 U.S.C. § 1491 (1994). The decision under review is that of the Principal Deputy Assistant Secretary of the Navy for Manpower and Reserve Affairs, issued on behalf of the Office of the Secretary of the Navy, declining to permit plaintiff to re-enlist and denying a request for extension of service.
