MEMORANDUM OPINION
BATTIN, Chief Judge.
These actions challenge the authority, and proper exercise thereof, of the Secretary of the Interior to approve the exchange of coal-laden public lands for pri vate lands held by an affiliate of a common carrier railroad. The above-captioned partially consolidated cases are presently pending before the Court on cross-motions for summary judgment. For the reasons stated below, the defendants’ motions are granted and the plaintiffs’ motions are denied.
