On August 10, 1909, on petition presented pursuant to Act March 11, 1897 (Wilson’s Rev. & Ann. St. Okla. 1903, §§ 1468-1473), plaintiffs in error board of county commissioners of Tulsa county, in regular session, adopted, without the emergency clause, a resolution providing for the calling and holding of a special election on October 12, 1909, for the purpose of submitting to the qualified voters of said county the seyeral propositions of said county expending $200,000 for the construction of a court house, and $25,000 for the purchase of a site and the construction of a jail, and issuing…
