after stating the case: The decision of this case must turn upon the construction of article 6 of the Con stitution and especially of section 4 thereof, it being the one ;which prescribes a certain educational qualification for a .voter and the payment of his poll tax before he shall be entitled to vote, and provides for the registration of all who are entitled to vote without having successfully undergone the educational test therein required and for the making of a permanent record of such registration.
