OPINION

BRUGGINK, Judge.

This dispute arises out of a construction contract between plaintiff, Neal & Company, Inc. (NCI), and the United States, acting through the United States Coast Guard (CG). The matter is before the court after trial on the contractor’s claim for an equitable adjustment and the recovery of monies withheld by the CG, as well as the CG’s counterclaims based upon allegations of incomplete work.
