At a primary election of the Democratic party held on July 22, 1922, in Haskell county, there were five candidates for the office of county judge of that county. At that election R. E. Lee and Jas. P. Kin-nard each received a greater number of votes than any one of the other three candidates, but neither of them received a majority of all the votes cast for that office. Prior to the date of that election, the county executive committee of the Democratic party had decided that the nomination for all county officers to be determined by primary election should be by a majority of all the votes,…
