After a hearing, the Alcoholic Beverages Control Commission (commission) determined that Griffin’s Brant Rock Package Store, Inc. (Griffin), had transferred its licenses1 without consent of the commission, in violation of *769G. L. c. 138, § 23,2 and that Griffin had borrowed money from another licensee under G. L. c. 138, in violation of G. L. c. 138, § 25.3 For these transgressions the commission revoked Griffin’s licenses.4

Proceedings under G. L. c. 30A, § 14, followed, and a Superior Court judge, acting on a motion for summary judgment (see Mass.R.Civ.P. 56, 365 Mass. 824 [1974]), entered…
