I. INTRODUCTION
Two sets of Plaintiffs, the “RMFU Plaintiffs”2 and the “AFPM Plaintiffs,”3 challenge the constitutionality of California’s Low Carbon Fuel Standard (“LCFS”), Cal. Code Regs. Tit. 17, §§ 75480-90.
