On January 8, 1987, the trial court granted plaintiff Russell Stoller’s (Stoller’s) emergency motion for a temporary restraining order (TRO) against defendant village of Northbrook (village). The village then presented an emergency motion to reconsider the TRO that was entered on January 8, 1987. On January 13, 1987, the trial court denied the village’s motion to reconsider. Pursuant to sections 11 — 108 and 11 — 110 of the Illinois Code of Civil Procedure (Ill. Rev. Stat. 1985, ch. 110, pars. 11 — 108, 11 — 110), the village moved to dissolve the TRO.
