This is an original proceeding in which the petitioner, Myrtle Sue Blair, seeks a writ of mandamus to compel the respondent, Judge Elliott E. Maynard of the Circuit Court of Mingo County, to allow her to appear pro se in a civil action brought by the petitioner in that court.
