This is an appeal by Nasia Butcher from a December 10, 1991, order of the Circuit Court of Kanawha County denying the Appellant relief from a decision of the hearing examiner for the West Virginia Education and State Employee’s Grievance Board. The Appellant contends that she should have received a teaching position with the Gilmer County Board of Education (“the Board”).
