Plaintiffs Hong Ki Lee and Michael Chavis, New York State prisoners and pro se litigants, appeal from a judgment of the United States District Court for the Northern District of New York, Rosemary S. Pool-er, J., dismissing their complaint against the Governor of the State of New York brought pursuant to 42 U.S.C. § 1983.
