Precipitating this data-practices action, appellant Troy Scheffler was the subject of a police report and a supplemental report. After he unsuccessfully requested a copy of the supplement, Scheffler sued the City of Anoka along with its contracted city attorney and the city attorney’s law firm for allegedly violating the Minnesota Government Data Practices Act.
