We granted certiorari to review the decision of the court of appeals in Blaine v. Moffat County School Dist. RE No. 1, 709 P.2d 96 (Colo.App.1985), which affirmed an order of the Moffat County School District Board of Education (school board) dismissing the petitioner, Patricia Blaine, from her position as a tenure teacher with the school district.
