The local retail liquor license of Sam Mitchell, doing business as Riptide, (hereafter referred to as plaintiff), was revoked by the Mayor of Calumet City, Illinois, the Local Liquor Commissioner. The Liquor Control Commission of Illinois, on appeal, affirmed the revocation after a hearing. The plaintiff applied for a rehearing which was denied, and he thereupon filed this action in the Circuit Court of Cook County under the Administrative Review Act (Ill. Rev.
