OPINION AND ORDER REGARDING THE PARTIES’ CROSS-MOTIONS FOR SUMMARY JUDGMENT

I. INTRODUCTION

This Section 1983 denial of due process action arises out of the November 9, 1999 demolition of property located at 26149 Hanover in the City of Dearborn Heights. Plaintiffs Michael and Jeanette Antonian are the owners of the subject property. Following the close of discovery, the parties cross-moved for summary judgment. The Court heard oral argument on these motions on May 2, 2002, and at the close of the hearing, the Court ordered supplemental briefing on two issues: (1) whether…
