The Department of Commerce (Department) appeals from an order of the District Court in favor of plaintiff-appellee Mark Green 1 in this Freedom of Information Act (FOIA) 2 suit. Green seeks access to some 62,000 documents (boycott reports) submitted to the Department by United States exporters and related service organizations between January 1, 1965 and October 15, 1976.
