In the fall of 1995, faced with Yuma County’s failure to establish a public defender’s office and a decline in the number of private attorneys willing and available to represent indigent defendants in the superior court, the presiding judge of the superior court in Yuma County put into effect a new system for providing representation to indigent criminal defendants.
